I think it would be pretty cool if you took out automatic reloading and screen text for jamming, such that your gun will have to be reloaded manually if you run out of bullets or jam. Perhaps you could still reload even if you didn't have anymore bullets to reload with (so you wouldn't know if you were out of bullets or not)

I can't remember which one, but I once played a mod that had people drops suits occasionally. Most of the time I spent playing the mod was in the Swamps, and even though I killed at least 50+ renegades, I had only found a few of their jackets. You could just have an extraordinarily low drop rate for those suits, or you could adjust the sale value.
