Update: I just had the "Brothers" quest bug in 7.1 and it seems, that Brotherhood without banners/Lost knowledge/Blessed ring quest has something to do with it. When I finished those quests before Brothers quest, the bug did happen. Then I loaded save and finished Brothers quest first and the bug did not happen.

Select kingdom's culture.
You should have at least 3 options: Freelancers, Stormlanders and Dothraki(because of Drollo). You will probably have another option(s), which depends on kingdom you took these castles and town from.

In 2.1 you can get only sellswords/other fraction troops...in 2.2 I'm not sure, but I hope own fraction units are back with 2.2
