That stands for "Tactical Missile Launchers", if you weren't aware.
No, these do not actually nuke things. They just fire very accurate missiles at specific spots. Unfortunately, using the nuke ability is the only possible way to choose where you would like this missile to fire at; thus, the ability is just a tad misleading.
