I think i recently just saw a mod that rewrote shaders to achieve a similar effect to what the floor tiles look like in this image.
However all i did was take the original HL2 Tilefloor texture, generate a normal and height map for it using the awesome free tool SSBump_Generator(http://ssbump-generator.yolasite.com/) and put together a *.vmt file similar to already existing HL2 ones (wood ones have the same effect for example).
Giving it overall some more depht and feel when using env_cubemap. Achieved with HL2, not EP1 or Ep2.
