Epic decided to push away UT2003 under the carpet as it was in some many ways a mistake. UT2004 was a replacement and major fix that you had to pay for. Calling the next Unreal Tournament game in the series UT3 is no different from EA calling their 3rd BattleField game BattleField2.
To put it simple, it really isn't worth complaining about.
