How can he claim heresy against an order that was made by the emperor?! THAT IN ITSELF IS HERESY! KILL THE TRAITOR!
Its meant to show how they use the word heresy against anything they don't like they are basically abusing the word for there own agenda/goals, at least that is how i see it.
