ugh that's not how bolters should fire, why have they been downgraded from rocket propelled GMGs to 50cals in pretty much all media

Because gamers and devs have no idea how Warhammer 40 tech works. Bolters are basically Gyrojets but not as useless.
Hell right now, we already have explosive tipped 30mm bullets.
Though bolt weapons use much smaller ammo.

we mainly have GW to blame for that in a way. You can write about how they work all you want. But unless you have a visual, animated presentation of how it works, you can expect others to not get it right.
