Can someone explain to me how the Burning Angel came to be as you know the Burning Angel?

well he ain't a blood angel to start with, he is from a renegade chapter that the inquisition caused it to go rouge those marines had a mutation that caused them to combust into flames on their own those flames would hurt others but not them and that's it..
The Flame Falcons were a Chapter created during the 21st founding which was around M36 they and the Inquisition didn't exist during the Heresy.
This marine is clearly a Blood Angel Legionnaire, he’s possible being tortured sadistically by Horus or used as a daemon host after the events of Signus Prime.
Yeah, hes a blood angel. And Erastus is proberly right with the torturing part.
