Not sure what you guys are talking about, overall ratio seems fine to me. Head isn't small at all.

a bit of an exaggeration i think, it's about the size of his fist, which is acceptable for a Terminator IMO

Media.moddb.com THIS is way too small, but the one above i don't see any issue with the head to torso ratio. Any bigger and he wouldn't have normal shoulders.
yeah the head is actually pretty decent sized
the shoulder plates bug me more, they look a bit puny
