That man is none other than Ursarkar E. Creed, the current Lord Castellan of Cadia.
He is probably the most well known 40k meme because of his "Tactical Genius" rule, which allows the player to choose a single unit and that unit would have the Scout rule for the duration of the battle.
He can also issue up to 4 tactical orders per turn, instead of the normal 1.
He's a tactical genius because he's always been a tactical genius...
Has nothing to do with giving Scout! >:O
