Well the thing is, Relic created their own SM chapter on the basis of Blood Angels. A lot of fans were upset bu this fact, because Blood Ravens tend to play a big role in each Relic warhammer title =)

Relic didn't create Blood Ravens Chapter there were there before.
Mostly its because the Blood Ravens have earned a reputation for outright theft of other chapters' stuff.
