The top down armor on a tank is usually the thinnest, that or the bottom armor, so his idea is valid. Why the Tau haven't figured out flying and shooting at the same time, or some weapon that can hit the top armor (like a javelin missile) idk.
Either tactic would be more effective and would avoid getting shot by the Leman Russ's top mounted gun or its occupants. The Deathwatch has something like the Javelin missile in the form of the Armorbane pattern.
These Tau need a lesson in basic strategy. You shoot the tank, don't jump on it.

By the angle he could easily just be hovering behind/above the tank...
And you don't get in cc range when you suck in close combat.
