Yes and no. I hope I get this right from what I read in Tales of Heresy (Blood Games short by Abnett).
In short: During the unifications wars Dalmoth Kyn, the last "independent" ruler of Hy Brasil, was deafeated by imperial forces and replaced by Lord Pherom Sichar. Due to actions of the Sigillite, Sichar never took a seat in the newly established Senat of terra and never gained "greater power" on terra. Yet (don't know up to which date)Hy Brasil remained more or less independet and was allowed to keep its own military force, the Dracos. Parts of the Dracos were drawn into the Imperial Guard and faught alongside the Word Bearers during the Great Crusade.
