What chapter/ band is this? Or is it just a custom one?

Lantern marines. Fanmade chapter
Going by the bolter, Astral/Celestial Lions? Both chapters do exist in the canon (although, I think one of them was only created only to be fed to a Black Crusade so that the writer didn't have to kill off an existing chapter to get their SFX), but neither has a colour scheme IIRC...
No chapter I have ever seen, will no doubt be fan made by the artist or was a commision.
Trust me, if they existed in lore then I would know about them.
