if he's a blood drinker, i guess that's normal.
If he was a Blood Drinker he'd already be feasting upon the Eldar's blood to give the middle finger to Kairos Fateweaver. He's just a higher ranking Blood Angel.
He is neither a Blood Drinker nor a Blood Angel - he is an EMPEROR'S CHILD.
So that is the Emperors Children Chapter? That's a Chaos Legion if I'm not mistaken according to Game Workshop, Lexicanum, and Warhammer Wiki lore. I'm guessing that this was during the Horus Heresy, or the Pre-Heresy according to how peaceful it looks. Centuries later, that would be ravaged ground.
Normally, their armor is depicted to be a bit more purple in shade, but that's definitely a pre-heresy Emperors Children marine.
