Well that is a wraith construct of some description, due to the spiky, sharp edges etc. I might go as far as saying dark eldar, any eldar fan-nuts out there agree/disagree?
I remember seeing this on the artists DeviantArt, I think they said it was Eldar, not D. Eldar.

Yeah it does look like some Dark Eldar Wraith, but not sure about those "purity seals" if we can call them that...
reminds me of armored core somehow . i love that design ^^
