might be chaos though. lack of horns makes me unsure(chest decoration aside)

Doesn't look so chaosy to me. The marines behind him sure are lacking in the spikes department for Chaos standards.
Librarian? The horned skull on the Aquila would fit, and those things on the head look like the sockets for a Psychic Hood... not to mention the visible age being a good sign anyway (normally someone that old would be a veteran/HQ, in which case they'd probably have a fancy helmet)
he doesn't look that old tbh, but he probably has seen some stuff, judging by the wear and tear on his armor and all the small scars on his face
or they could just be bolts in his head
doesn't the psychic hood link more from the sides and behind anyway, and with much thicker cables?
