Judge Dredd Mk 40k?
Arbites were based around Judge Dredd, if memory serves me right. Probably wrong.
Memory serves you right.
Even the lower levels of the Imperial Hive Worlds were based on The World of Judge Dredd settings.
Seriously, the Judge Dredd comics have everything you'd expect to find in lower hives, cult fanatics, mutants, zombies, the lowest criminal scum, riots all over the place and the same method to deal with them: BEAT AND SHOOT THE LIVING **** OF EVERYONE !
