"A fair warning does not mean that their actions are justified. If these terrorist groups really exist in these sectors, of which we have seen no evidence, there are diplomatic options available. The people of Ruusan are not known to be unreasonable"

"We are aware that there is a growing unrest among citizens who feel that we are doing too little and that they may take this opportunity to take matters into their own hands. If this is their choice, there is no legal premise for us to stop them unless they take up arms within Federation borders. However we cannot stress enough that the Federation does not support this kind of action, as I said earlier."

As for other neutral systems, they have all given their consent for our transport ships to pass through."

"Covert agents? No, however we do have government personal accompanying the aid we send to make sure it is distributed fairly and that it doesn't fall into the hands of those would would exploit the needs of others"

*The Federation spokesman was replaced with a Senator as things had stirred since last. He turned to the very persistent reporter.

"The Ruusan leadership have made it clear that they want to fight. That means a potentially devastating conflict? You would have us, just as last time, stand by and do nothing? Maybe you do not know where you are, but the Federation have values, compassion among those, values that we are proud of!"

A subtle applause interrupts the Senator for a moment and he continues.

"There may not be any immediate need for humanitarian aid. But once the fighting begins there will be. Should the war draw out, more and more resources will be diverted to the military, essential things like food and electricity. You would have us wait until it happens?"

The applause was a little louder this time and activity on the HoloNet had increased as more and more citizens took interest in the Press Conference.

"But I see that you may have confused humanitarian aid with war. While it is true that we have chosen to publicly support the Ruusan sector and its systems, Condemn the Mandalorian Hegemony and maybe even carry out Sanctions against them. It is not a declaration of war.

But yes, why should we concern ourselves with things so distant? Besides upholding the standards which we stand for and the obvious ramifications. Well let me present the facts;

There are NO evidence to suggest that the Mandalorians will stop there, in fact it is quite the opposite.

Secondly the actions of the Mandalorians have spurred several neutral sectors into talks with the Senate about Federation membership. Should this occur, these "so distant" events are gonna happen right next door."

The Senator held a little pause to drink some water and then rounded off with;

"It is time for the Federation to take a stance, not through speeches or strength of arms. But by taking action! And through these actions, we can hope help our allies, our friends and those in need. By standing up for what we believe in!"

An deafening applause prevented any further questions are before it started to die off the Senator waved a few times and then went back the the Senate hall where another meeting was to soon begin*

*A senate spokesman prepares to make an announcement to the press. For hours now the Senate have talked about if the Federation should take action against the further expansion into Neutral space. After political pressure from thousands of neutral systems for them to take some form of action, the Senate had convened to discuss the Mandalorian expansions.
The Senator brought with him a pad with all of the relevant information that he needed to give.

"Let it first be known, that the Senate does not, nor ever will approve of such behavior against a neutral sector, whose sovereignty should be respected and protected. However, the Federation cannot risk diverting military assets and personal to a sector that is not a member of the Federation. Due to the still very real threat of the Empire and the Sith, whom we are still at war with."

The spokesman is interrupted by the press as they all starting asking questions. After he manages to get them to hold off for a little while, he continues;

"However this does not mean that the Federation will do nothing, we are prepared to provide humanitarian aid, to ease any suffering that might befall the civilians during the war.

The senate also issues this warning to Federation citizens, anyone who joins the fight against the Mandalorians will not be stopped, it is your right as free sentient beings, but should do so with this in mind. The Federation cannot guarantee release should you be captured, nor will we take responsibility. Federation law, and sovereignty does not exist beyond our space and therefor discourages this kind of action.

I will now take your questions if any."
