Welp, judging by the picture and from what Ive seen from New Vegas.
Society is once again rebuilding itself and you can no longer run around and do much of what you wanted like in the original Fallout games.
The adding of faction dispositions towards you, as well siding with one or the other impacting those relationships. Adds a newer more complex system other than just worrying about your karma balance. Now you have to build relationships, now you have to appease people, now you have to get "political". That is unless you just kill everyone.
I suspect Fallout 4 will show this very strongly in the gameplay and plot.
They've also changed the models of bots here in the game as seen in this picture. And the power armor as seen in the trailer, showing a more salvaged, scrounged together version.
4 takes place in Boston, and the Commonwealth is said to be in this area, you know, the guys who made highly sophisticated androids from a place called the "Institute". Also run into one of those androids in Fallout 3. They are renowned for their technological advancements, so will see what happens.
Don't expect the NCR or Legion to be present like in New Vegas.
Brotherhood has been in every Fallout game, so they will likely be here. As for the Enclave, the guys we all love and adore, it's very unlikely they will be here. Save maybe for their tech and armor. Or maybe some scattered remnants from the East Coast detachment.
