In communism, there were awards for best workers. It seems stupid now, people make fun of it - they got their names in newspaper nobody really read (only politically active people wanted to be seen with those in hand). Every factory has to make certain production quota, and it was common that they tried to make more. Stupid it was, because for example screw factory run to make screws that were given back to ironworks as waste iron, but people were used to work.
One of the reason why system in my country didn't work was ****** logistics. USSR was another one...
