The guy claims to have built this by hand. He did use a mod to make the cart move automatically though.

The video description reads that a mod was used:
"#I used 'AutoCart' for limitless speed. MOD DOES NOT WORK ANYMORE"
Powered minecarts would unfortunately run out of fuel before long. :(
