This is definitely great art and I can easily imagine this being Harad except of the following: I don't think a region fiercely oppressed/controlled by Sauron would flourish like this; also, afaik the people of Harad were Nomads, I don't think great cities of stone were their thing^^
well umbar was made by the numenorians so stone would make sense.
