That's just Laziness.
Sadly I have gotten Burgers like this.
Wow thats sad, not even a bad novice cook would do this, people mustn't really care at all about their jobs.
Yeah..I don't think they care and it happened to me when the place was busy.
I think they forgot to put the cheese on it and just decided to throw it in the wrapper thinking I'll put it on myself because they were in a hurry.
*shrugs*
