Where is this man's medal?
I don't see the problem. They are only two years of difference. Is such things illegal in the US?
I'm pretty sure age of consent in the US is around 18. Maybe 16 in some areas.
But that being said, the humor comes from the guy calling the Boston FBI saying "I'd love to brutally **** you."
