I wonder whether the sniper shoot the driver or just the engine in case of speeding.
It depends on how many people there are:
If it's just one guy speeding, the sniper shoots the engine and let's him off with a warning/ticket.
If there are two or more drivers and guy A is speeding, then the sniper will shoot guy B, causing his car to swerve about, which causes guy A to panic, and attempt to steer around the now driver-less car. Then, as guy A is at the apex of his turn around the car, the sniper shoots his engine, causing him to spin out and possibly crash.
There's no need to ticket guy A - he will never speed again.
