Which they phased out in favour of the the pen, because graphite fragments are not something you want floating about and into sensitive equipment. Least so the story goes.
Since when were Russian equipment sensitive though?
Well, compared to earth-bound tech, things in orbit (that need to stay in orbit) need to be tad more finely tuned. Even minor disturbances can cause harm ... least so i've understood.
