SOPA Affects everyone and most companies dont have the money to move elsewhere like blogging sites and small business's so they will be forced to comply with SOPA.
Plus with that guy from the UK being extradited to the US over copyright infringement who knows what else they can do if SOPA passes.
So, if I do stuff that is copyright infringement, then CIA will come here and drag me to US, where they can apply the law on me? (and NDAA as well) :P
SOPA will affect any servers based in the US... which is a large majority i would think. Obviously if you have a server based in Europe they can't do **** about it in America (besides censor it...)

While indeed the initial big blow will only be US based, this has potential to spread. That is the most horrifying part of it.
I think it depends on, how much ties your country has with America. Being in NATO make's it more probable, I think.
