I'm fairly sure 80% of it is just giving people something to do that they think will help to avoid panic.

As Kalga said, it helps to keep a low profile, making it harder for wind to pick you up (every little helps)
I figured as much but I mean why use logic and actually have them grab onto something that'll protect em then lie and say it'll work.
Also I don't think doing that makes it harder for wind to pick you up, its.. wind doing what 50mph, if it can pick up a car you ain't gonna stay still
