Console gaming is slowly dying anyway. The Console is around 11 billion raw revenue behind PC this year and the number is slowly increasing every year. There is rumor that Sony will not release another brand new PlayStation (Ie: PS 5) while Project Scorpio may be the last Microsoft console ever released.
Technically speaking it is partially possible to upgrade graphics via downloaded updates. An update could *potentially* streamline coding or remove bottlenecks making it so less processes are tied up on irrelevant data.
Pretty much a driver update, really.
This is as much the hardware's responsibility as the game's, we all know a poorly optimized game will run terrible even on a beastly piece of hardware. Generally speaking, his PC could also be top-of-the-line but have other issues under the hood he is not aware of since almost no two PCs are alike whereas consoles are a lot more simple and more mass-produced, giving a consistency of sorts.
Bottomline, even if this guy wasn't trolling or is literally being dimwitted, there is a grain of truth in his statement. Albeit a very small one.
