Living in Michigan, this isn't news to me.
This is proof that people in general have always been afraid of technology...
It's a small island. Cars would make things more difficult there. You can cross the whole island on bike in several hours.
Once upon a time cars were actually a new thing and thought dangerous. They were banned and thus then no one has thought of lifting the ban even though cars have improved.
