The thing i tought of is that when congo was private posession of the king leopold II, there was a rule that for every bullet given to the native soldiers, they had to return one left hand (of the (bad) guy they shot down) to prevent them from using those bullets for god forbig usefull stuff like hunting.
many of these soldiers used those bullets for hunting anyway, and to justify the wasted bullets they roamed villages and cut off peoples hands right and or left.
Congo was under a terrible rule really, but if it is referencing to that, i dont see the humor really xD

The only thing I can think of is that "hands" may have something to do with soccer and touching the ball.
