played the game while cheating still pwned me
VATS and shoot a wing with heaviest thing I've got. Works fairly well.
Those are almost impossible to fight outside VATS
I actually know how to get to New Vegas at lvl 2-3, its a pain in the *** but it works and its faster than going all the way around.
How?
Basically you sneak in between the area in between the Death Claws at the NCR gravel mines and the Super Mutants in Black Mountain. There's basically a no man's land in between where, even if you have a crappy sneak skill, you can get past without much trouble. Once your at the Repconn Headquarters, your home free and you can explore New Vegas, begin gambling, and buying the best weapons and implants right off the bat (no pun intended for those of you who caught that). The videos on youtube explain it better.
oh, the one that turns into the most dangerous area once you mod the game?

Hate these bedamned things
I hate these *******, but I've killed them before. And I've done it without getting stung. Not at the beginning of the game though, but I'm not in a hurry to get to New Vegas then. Find the cool stuff and quests along the way is more fun. I don't buy a single thing when I'm playing the game so I don't care about the weapons you can buy there either. Congrats Obsidian, you managed to make an enemy more annoying than Deathclaws.
