Her clip is empty... well, she could still pistol-whip him. This is a public demonstration of some kind, or not?
Here's how I think it went... she shot her last bullet into that guy. He looks more like he's dead rather than giving in to the police. But the crowd also suggests it was a demonstration. I'm confused now. :P
