The Anti Stolen Content Association (ASCA) is dedicated to the protection of modding potential content in the far reaches of the internet. A modder may only be accepted if he checks clear, this means his history must include absolutely no amount of stolen content from any other developer.

The ASCA is dedicated to all game engines, including Source, Cry-Tech, UT2k, ect. If a mod is detected with potential stolen content, it will be reviewed and if checks out any amount of piracy will be added to the ASCA's blacklist of pirated mods.

also, what about models that you get permission to use?

there need to be set rules, and a way to get off the list. I'd volunteer to help out with stolen content in mods and do the PR side of this, but there needs to be a simple easy way for mods to earn their way off the blacklist.
