I mean if you looked at it from a logical standpoint, shikamaru would be hands down the best person to make hokage (even if he's so lethargic, he's responsible enough that he wouldn't let people get killed because he's lazy, its also that very lack of not wanting responsibility/power that would guarantee he would not abuse it for personal gain) ...

But instead lets make this hyperactive brat who has absolutely, no strategic knowledge and no ability to back down the responsibility to lead and protect people's lives. ... he's still a genin too!(low rank ninja that follows orders)

Even though naruto has been able to obtain more strength than most of his classmates, his colleagues [i]easily[/i] have taken larger roles of responsibility and have obtained them due to their higher levels of maturity (taking care of wounded ninjas, taking command of units, teaching new ninja students)

Meanwhile, naruto is off in frogland trying to gain more power without accepting any village responsibilities whatsoever ...

after the timeskip gaara even has freaking fangirls, despite the fact that for many years the whole village feared him. konoha feared naruto too, however unlike naruto, Gaara has been actually -murdering- people.
that's why it's unrealistic.
