Garrett, a master thief who has been away from his hometown for a long time, returns to the City and finds it ruled over by a tyrant known as the Baron. While the City is infested by a plague and the rich continue to live in good fortune, Garrett plans to change or exploit the status quo.

I do miss Garrett. Not sure who this guy is. But if you've gotten that many guards shooting at you, you're playing it wrong.
He stole things because he had rent to pay and as I recall mused more than once about making a big score and getting out of the business, here he is running in bow blazing and doing acrobatical dodges. I know its not exactly exciting to see him skulking in the shadows like a ghost, loot disappearing, disgruntled guards and aristocrats getting mad, but we haven't seen any gameplay yet and its presenting the wrong picture as to what the gameplay is like.
