Many things in this footage are still a work in progress, but the footage shows a base being built. Normally these structures would take many turns to build, during which time the player can explore. The first structure to be built is a power supply which brings more "Power" (production capacity) to the base, but its model is only at the placeholder stage right now. The second structure is a buffer, which extends the base's range. The third structure is a tank loader, which the player then uses to create a tank.
