There is still radiant flux from other stars, even that are far away. If there were not, we would not be able to see them! So even in deep space there is still energy to drive the photo-electric effect, albeit very very very very very very little. Just imagine this is a future where there are super-efficient super-conducting solar arrays that are freaking huge.
