Since it's a map pack there's no launch options required.
Place the SGA files into your Dawn of War ii - retribution/GameAssets/Mods folder. Map Pack maps will appear in your map list below the official relic maps. Create the Mods folder if it isn't already there.

This map pack works for retribution as well as other mods. Read the description.
It does not say a thing about mods what in the world are you talking about? It only mentions CR and Retribution.
