You’ll be able to play as one of the four people that got trapped inside this haunted hotel. As a survivor your main objective will be finding your way out, as well as helping your fellows get out too. Orrighty, here my idea.
Ever seen a Weeping Angel from Doctor Who?
They are a race of humanoid aliens, who when looked at, turn to stone. When not being looked at, then the angel can move.
I know they won't be able to do the whole weeping angel model for obvious copyright reasons, but still.
The angel wouldn't be able to move if looked at, but if in a dark room, where it was harder to see, it could have limited maneuverability, as long as a flashlight wasn't shined directly onto it. If not looked at, it could move extremely quickly, but as soon as seen, it stops moving.
So yeah, thats my idea. Im not good with words, so I am just going to leave this how it is, feel free to improve on my suggestion.

OR, as my friend just suggested, there is multiple statues that spawn on the map, and the angel can switch between them, eliminating the fact that someone could camp the statue and it wouldnt be able to move. The amount of statues that spawn would be equal to the amount of players, so then it would be impossible for the players to win if they were camping the statues. It would add a level of scariness, as the survivors wouldn't know which one was the possessed one.

It's a cool idea but it also sounds like it could be used to block areas from survivors. Especially the second one.

An idea in expansion to this already awesome idea for a new monster. Firstly you are correct they couldn't make it exactly like the weeping angels thanks to lovely copyright issues. Here are few changes that would have the general feel of a weeping angel but adjusted so it would be practical and balanced for the game play. The Angel would have a non-physical form and would be able to see one survivor at a time, this survivor would change from time to time at unexpected intervals. In this form the Angel could talk directly via voice chat to the player and interact with the environment around them, close doors spring trap, whatever tools the angel felt good at the time to torment this player. Picture this, the angel sees that the survivor is about to open a unlocked door. With there second state, physical they could quickly go inside the room and spawn... just staring at them. In physical form for the angels, they can see all players (if nearby) and talk to all players. However unable to move or attack. (It wouldn't be fun if they just spawn in front of you and kill you.) Here comes the next part. In this form the player would need to trigger the monster into a third state, aggression in this state the angel could scream (sound effect, not player voice) and burst from the stone (Perhaps all bloody? :D) How to trigger it? by looking away or staring too long, see like mentioned prior you could just have someone stay with the angel while the rest of the players clear the map knowing that they are safe. The angel would build rage when it's being looked at, if its looked at for too long it will go to its aggressive state. When it's in its physical form, it could move when not being looked at, and attack, it would walk swiftly not as fast as players sprint but much greater then there walk. This way the player would need to balance between looking at her, and looking away while looking for the exit. I think having a proxy aggro would be fine too, say if the person panic and runs into her (would need to make it so the angel could go physical on a player and then aggro off that) also light and sound might be used to trigger the aggro state. So, aggro state, she burst from her stone bloody and comes chasing after you. This form would last a while, she would be able to walk swiftly towards players. Screaming all the time. Flashlights would 'burn her' players would need to turn and 'burn her' with the light and run / move at the same time, after a duration the angel would burst into flames and ash on her own, or from the players.

I'm not sure if this balances the angel to make it a playable monster that would not be over nor under powered, but that is a few ideas of mine to yours ^^
