yes i see that... i know a similar design from a modern day assisted crossbow for people who cant pull it back... it used a crank handle that you had to spin it like 30 times per firing but it was so easy to shoot that many disabled people started using crossbows... although i imagine that this is much harder than the new versions.

do you notice the two wheels? you will use that to pull the string back, and then you would insert the bolt.

well since the string they uesed back then was not as stretchy ya it would be hard. horse string tail right? i forgot what they mainly used.
