Do you know about the "live trace" functionality in Illustrator?
It's a tool for converting pixel graphics into paths (vector graphics). Run a cutout filter on the concept art in photoshop, export the pixel graphics.
Open up in illustrator, do a live trace, save as EPS. It's not exactly the best method but it's decent.

Anyway, as you might have guessed I know vector graphics. So I'm curious about how much concept art you need converted and if you offer any payment?

yeah pretty much just use live trace for this. You don't have to vector anything by hand.

That doesn't always work, I mean, yes it can convert it but complex concept art images wouldn't look the same so for images to be used as promotional art I think you indeed want some artist working on that.
