Posting Pop-up for New Users Thread

Anyone who has 10 or less posts should get a pop-up before they start a thread, like at snarkpit.net. This way they'll be reminded of how and where to post everytime they are about to post a new thread. When their post count goes over 10 (or any other number chosen), they wont get the pop-up anymore.

On the pop-up, a few important things could be listed like:

- Why downloads dont work.
- No warez.
- Where to post.

and etc. this could prevent a lot of annoying/misplaced/illegal threads from being made.

maybe have a little blinking edit button lol.

Sounds like a good idea.

Agreed. And it shouldn't be hard to code, too.
