HOGS OF WAR MOD Thread

Hi I have always thought that the game hogs of war could be greatly expanded upon and improved , with gore and new deaths for players , perhaps new factions and weapons tanks cannons etc.
Its such an old game I would dearly love to be pointed in the right direction as to how I might go about this, is there a file opener that i could use with the standard game , to alter INI etc, is it possible to edit the skins and 3d models with the write software ? any info would be great purely interest at the moment, I am not educated enough in this field to actually endevour on a mod yet ?
