Doubtful,
As you can see, these are the newly distributed $20 dollar bills which had extra security features including a "security thread"

* Security Thread: Visible from both sides when held up to the light, this vertical strip of plastic is embedded in the paper and spells out the denomination in tiny print.

That would mostly be the cause of the burning, and possibly a minute explosion.

If this claim was true, I would not feel the least bit concerned. The government issues the money, so why does it matter if they know where the transactions using the money occur?
Also to disprove this theory, how could the twenty track the bills location? When you make a transaction, the person recieving the bill, simply puts it in the cash register. At no time during a transaction, does the bill endure any scanning, and I'm somehow doubting that they have put any form of GPS radar technology into something much less then a milimeter thin. Plus the fact, that millions of people carry twenties in their wallet and do not experience setting off any alarm.

I Dont know about U.S. bank notes, but usually bank notes have a strip of silver in them. This is to make counterfitting more difficult, but also to add a certain "value" to the bank note. And gues what happens if you microwave metal :P

It doesn't surprise me that there could be chemicals in the note that would react and combust when heated...

C'mon; the economy would be shot to shit if they did that for every $20 note anyway :/
