I have to say that this is a general problem with Blitz3D. Usually the game should work better with Windowed mode on/using Windows XP Service Pack 3, but I'm not sure about that as I have Windows 7.
Well, I translated it with Goggle Translator and it recognized it as a Polish text.
So, I can't judge here in any way (only if it would be English or German).
You guys are doing great i have enjoyed hours of this mod and the new rooms are making it look more like a facility,not just endless hallways, i can't wait for 0.2.0, :D.
Both, you need the 1.2.3 version (but you can also use 1.2.4 as well) as well as the 0.1.0 version as this adds all the content for the ntf mod.
0.1.1 is just a patch that adds the files newly added or edited for the 0.1.1 version (that's why it's called a patch).
I really enjoyed this mod because you can play as a ntf unit and it isn't just walking around the facility as a class d escapeing it is as a ntf unit containing scps. and getting to see new scps :).

I keep getting "Memory Access Violation" when i try to run it, i installed it correctly and this mod is my dream, i have always wanted to play as MTF and i cant play it, IT'S MAKING SO MAD

It might be an issue because you are using Windows 8 or higher, but hopefully that won't be the case (we are trying to make the game at 0.2.0 compatible for Windows 8 or higher).

I have got Windows 8 and i started the Patch but it doesn't work
Did you installed SCP:CB first and version 0.1.0 after you installed 0.1.1?
I tried on windows 10 and it didn't work either I agree.
Was there any error message that appeared?
I got an error saying
"The following DLLs were not found in the game directory FastExt.dll
FastText.dll
winfix.dll
You need to install SCP:CB version 1.2.4 before installing the mod.
i did that and it still doesnt do anything...
