Nope!I download it and is working normally!After selecting your language,select your gta sa.EXE file!If it's not working,can be a problem with your DirectX version maybe!

umm bad grammar its sinple to change them there are white boxes everywhere next to ped list and 3D preview box click them and edit away you cant change there skins though
