hi! how to build 2 of them?
Well, to the best of my knowledge, ONLY Trader Emergency Coalition Loyalist can build TWO starbases in the same gravity well. No one else.

One other thing: will this be compatible with whatever mod I have active or is it ONLY for vanilla SoaSE:R?
yes its compatible with other mods, I use it with numerous others.
Wolfies fleet mods work with it. maelstrom, Infinite space. plenty.
