You can already do this in the ingame settings.
Nope, if you set it to 0 the trader will still not buy 0% durability items without this mod.
This is true. The ingame settings for trade allowability do not allow for actual 0%, even though you can slide all the bar all the way into 0%.
That being said, your mod is incompatible with the ubiquitous TraderOverhaul. Can you make a patch?
